PSC Scholarships

The Public Service Commission (PSC) Scholarship is the premier government scholarship awarded based on merit. The PSC Scholarships offer varied career pathways in the Public Service that will provide for a broad range of interests. Our scholarship holders are a diverse group of outstanding young talents who are all-rounded and committed to serving Singapore and Singaporeans. They excel in both academic and non-academic pursuits, possess sound character and exemplify the ethos of the Public Service.

The PSC Scholarships offer three main career paths in the Singapore Public Service.

Public Administration 

This career track is for you if:

You are willing to take on different roles in the Public Service and explore the wide spectrum of public governance work, from policy formulation to implementation. You will be posted to a ministry or statutory board, depending on the needs of the Service and your suitability.

Professional Service

This career track is for you if:

You have a clear interest in a specialised career track. You can develop your career as an Engineer, Public Finance Officer, Foreign Service Officer, Legal Service Officer, Medical Officer, or Teaching Service Officer in the Public Service. You will be assigned a tied agency at the outset of your scholarship and will be professionally developed to fulfil your future role.

Uniformed Service

This career track is for you if:

You have a passion to serve in the Singapore Armed Forces (SAF) or Singapore Police Force (SPF) and contribute to the defence and security of Singapore.

Applicants for the undergraduate scholarships are welcome to apply prior to pursuing their undergraduate degree or up until the penultimate year of their undergraduate degree (referred to as ‘mid-term applicants’).

Applicants must:

• Be a Singapore Citizen

• Demonstrate Strong Leadership Qualities and Potential

• Present themselves as well-rounded individuals, possessing good academic and non-academic records.

Academic Requirements:

Cost of Degree 
Tuition fees and other approved charges. For overseas degrees, return airfare will be provided. For mid-term candidates, tuition and other compulsory fees incurred before the award will be back paid.

Allowances
Maintenance and other allowances. For mid-term candidates, allowance will only be paid from the point of award. For those on the Uniformed Service track, full salary including bonuses will be paid.

Development Programmes 
Sponsorship of PSC development programmes and approved student exchange or summer programmes. The PSC also facilitates internship opportunities for our scholarship holders.

Master’s Programme (if applicable) 
Sponsorship of master’s degree (if requirements are met).

Preparation for a public sector career begins when a PSC scholarship holder is awarded the scholarship. PSC scholarship holders are given opportunities to participate in curated development programmes to acquire critical knowledge, skills and experiences to enable them to better serve Singapore and Singaporeans.

Preparatory Course 

This is the first milestone programme before our scholarship holders embark on their undergraduate studies.

During the two-week long course, scholarship holders are introduced to various aspects of the Public Service and gain insights into the values of the Public Service. They take the opportunity to reflect on and understand the importance of their role as an ambassador to the Service and as a future Public Officer. It is also a platform where they get to know fellow scholarship holders and forge lasting friendships. 

The programme comprises:

• Sharing by public sector agencies, to expose scholarship holders to their future work and potential challenges;

• Personal mastery training to allow scholarship holders to reflect on their commitments to the Public Service and prepare for university life; and

• A segment to expose scholarship holders to ground realities, volunteering work and project management and strengthen their understanding of policy issues.

PSC Scholarship Holders’ Mid-Course Programme (PSMP) 

This second milestone programme takes place midway through our scholarship holders’ undergraduate studies, i.e. at the end of their second year of study.

The PSMP builds on the foundations laid in the Preparatory Course to deepen their understanding of the Public Service and to catch up with fellow scholarship holders. The programme helps scholarship holders think more deeply about principles and challenges in the Public Service and take stock of their experiences to date.

The PSMP comprises two components:

• A two-week programme consisting of talks, dialogues and seminars, to keep scholarship holders abreast of issues confronting Singapore and provoke discussions around them; and

• A six-to-twelve week internship at a ministry/statutory board or with their tied agency to gain work experience and to learn from public officers on the job.

Gap Year Programme 

Scholarship holders may participate in the Gap Year programme after completing their university studies (including master’s) and National Service obligations (where applicable), and before they join the Public Service.

Through the programme, scholarship holders will be attached to an organisation in the people or private sector, either locally or overseas, for a duration of six months to a year. These attachments allow them to learn about the company’s ethos, business operations, and challenges. Subsequently, they will take this valuable experience and best practices back to the Public Service.

Public Service Leadership Programme (PSLP) 

The PSLP is a structured programme focused on developing talent in specialised areas or industries. The PSLP aims to develop officers to their fullest potential for leadership roles in the Public Service. It is not applicable to scholarship holders on the PSC Scholarship (Legal Service), PSC Scholarship (Medicine/Dentistry) or The SAF Scholarship schemes.

The application process consists of submitting an online application, complete with the necessary supporting documents, an essay, and a video interview.
