The PSC Scholarship (Engineering) develops outstanding and aspiring engineers in the Public Service. Scholarship holders will be assigned a parent agency in one of the following three engineering clusters, namely the (i) Defence and Security, (ii) Information and Communications Technology & Smart Systems, or (iii) Infrastructure & Environment.
Applicants are welcome to apply prior to pursuing their undergraduate degrees or up until the penultimate year of their undergraduate degrees.

Applicants are welcome to apply prior to pursuing their undergraduate degrees (referred to as ‘pre-university applicants’) or up until the penultimate year of their undergraduate degrees (referred to as ‘mid-term applicants’)

Where and what can I study?
PSC Scholarship (Engineering) recipients may study at local or overseas universities; and choose to read from a diverse range of engineering and technical courses relevant to the Public Service (subject to the PSC’s and parent agency’s approval).
Value of Award
Cost of Degree
Tuition fees and other approved charges. For overseas degrees, return airfare will be provided. For mid-term candidates, tuition and other compulsory fees incurred before the award will be back paid.
Allowances
Maintenance and other allowances. For mid-term candidates, allowance will only be paid from the point of award.
Development Programmes
Scholarship holders will be offered development programmes from both the PSC and their engineering parent agency, including internship opportunities. They will also receive close mentorship, including guidance on their career development

Career Pathway
Scholarship holders will be ‘tied’ to an engineering parent agency to allow them to deepen their engineering skills early in their career. Upon graduation, scholarship holders will be emplaced on the Public Service Leadership Programme (PSLP) (General Phase - Engineering), which is a specialised track within PSLP (General Phase). In their first posting (of up to 4 years), they will focus on deepening deep technical capabilities in their respective engineering clusters. They will get to go for external postings outside of their ministry family for exposure and to strengthen the development of their foundational competencies.
The type of engineering work will depend on the engineering cluster of the scholarship holder:
Defence and Security (D&S) cluster looks at the design, operation and maintenance of our national security infrastructure. Agencies under this cluster are Centre for Strategic Infocomm Technologies (CSIT), Defence Science and Technology Agency (DSTA) and Home Team Science & Technology Agency (HTX).
Information and Communications Technology & Smart Systems (ICT&SS) cluster looks at the design, operation and maintenance of IT platforms. It also covers the platforms and applications that will enable us to monitor, communicate with and control networks and infrastructure. Agencies under this cluster are Cyber Security Agency of Singapore (CSA), Government Technology Agency of Singapore (GovTech) and Infocomm Media Development Authority (IMDA).
Infrastructure and Environment (I&E) cluster looks at the design, building, maintenance and regulation of infrastructure such as transport infrastructure, utilities and other structures. Agencies under this cluster are Energy Market Authority (EMA), Housing & Development Board (HDB), JTC Corporation (JTC), Land Transport Authority (LTA), National Environment Agency (NEA) and Public Utilities Board (PUB).
