Applicants must:

  • Be a Singapore Citizen
  • Have strong leadership qualities and potential
  • Have good academic and Co-Curricular Activities (CCAs) record
  • Have GCE A Levels, polytechnic diploma with merit or equivalent qualifications e.g. International Baccalaureate or high school diploma, or be undertaking undergraduate studies with at least one semester of university results and not be in the final year of undergraduate study
  • Possess a strong desire to pursue a career in the Teaching Service 
  • Enrol into the Postgraduate Diploma in Education (PGDE) teacher preparation programme at the National Institute of Education (NIE) after completion of first degree

The Public Service Commission (PSC) Scholarship (Teaching Service) (Mid-Term) is awarded to outstanding young men and women who have a clear interest in a career in the Teaching Service.

The scholarship is tenable for undergraduate studies at both overseas and local universities. 

To prepare scholarship holders for a career in the Teaching Service, there are a series of developmental programmes during their years of undergraduate study, including internship opportunities. Scholarship holders will also have the option of pursuing a fully-sponsored Master’s degree, if they fulfil the requirements.

Career Progression:

Upon graduation, scholarship holders will be emplaced on the Public Service Leadership Programme. They will embark on a career that will include policy formulation and leadership roles in the larger Civil Service, including education.


  • Tuition fees and other approved charges (Tuition and compulsory fees incurred before the award will be back-paid)
  • Maintenance and other allowances
  • Return airfare (if applicable)
  • Sponsorship of PSC development programmes, approved student exchange programmes, summer programmes and CCAs
  • Sponsorship of Master’s degree (if requirements are met)
  • Salary after completion of first degree and upon commencing Postgraduate Diploma in Education Programmes (PGDE)


Bachelor’s Degree


For undergraduate study in English-speaking countries: 6 years
For undergraduate study in non-English speaking countries: 5 years
For undergraduate study in Singapore: 4 years
