The MHA Merit Scholarship (MMS) is for outstanding individuals who are passionate in strengthening Singapore's security and public safety. Recipients can choose from a range of exciting and rewarding career in various policy, science and technology, and other specialist roles in the Home Team, aligned with their interest and aspirations.

CAREER DEVELOPMENT

MMS holders can choose to either embark on a generalist (HASE) or specialist career (HTSS (Psychologist, Intelligence Officer), Commercial Affairs, Science & Technology or Internal Security track), depending on their inclination, career preference and course of study.

Generalist

Home Affairs Senior Executives (HASE)

As Management Executives in the Home Team, you play an important role alongside our uniformed and specialist colleagues to achieve MHA's vision of ensuring the safety and security of Singapore. Home Affairs Senior Executives (HASEs) have the opportunity to gain exposure to different tracks and Home Team Departments, or to deepen your knowledge in these areas of interest as you progress in your career:

Through regular postings, a HASE will be exposed to a wide range of work in different HT departments.

Specialist

Home Team Specialist Scheme (HTSS)

The HTSS aims to develop a core group of specialist with deep technical knowledge and/or skills, as well as a strong appreciation of HT operational work. These officers will be deployed in a variety of operations alongside uniformed officers. There are various specialist tracks under the HTSS as follows:

  • HTSS (Intelligence)

As a specialist in the intelligence domain, you are required to collate data and information related to crime/security matters. You will also process raw intelligence collected by various covert sources. You will be responsible for the analysis of information by creating links and piecing seemingly unrelated data together to form a useful picture for law enforcement and policy formulation. With the analysis, you will produce timely intelligence reports and make presentations to management. You will also liaise with other departments and agencies to gather required information.

In addition, a Specialist Analyst will conduct research and produce actionable intelligence to support operations and investigations.

  • HTSS (Psychologist)

As a HT Psychologist, you play an important role in providing vital psychological interventions and contributions to operational and policy decisions for the Home Team. You will be responsible for identifying, planning, initiating and monitoring new and existing programmes and activities, so as to enhance the provisional of psychological services to HT officers and the organisations. Psychologist may choose to specialise in the following fields:

  1. Clinical Counselling and Crisis Psychology
  2. Investigations, Criminal and Forensic Psychology
  3. Industrial, Organisational and Health Psychology

 

  • Commercial Affairs Track

As a CAO, you can look forward to a challenging career in financial crime investigation, intelligence and policy. You play an important role in safeguarding Singapore’s integrity as a world-class financial and commercial centre through vigilant and professional enforcement of the law.

CAO has a varied career within CAD where you will take on different roles such as investigating different types of commercial crimes, performing analysis work and participating in policy formulation. You will assist in criminal legal proceedings arising from investigations into commercial fraud and abuses, and liaise with organisations such as banks, law firms, audit firms as well as government and quasi-government agencies to maintain the integrity of the economic structure in Singapore.

Structured training programmes are provided for new CAOs on economic crime investigation and key legislation enforced by CAD.

  • Science and Technology (S&T) Track

Scientific innovations and leading-edge technologies enhance the Home Team’s daily operations in protecting lives and ensuring public security.

You can be a part of a team that harnesses the powers of science and technology (S&T) to create innovations suited to the unique needs of the Home Team departments. Some of MHA’s S&T capabilities include (but are not limited to): Biometrics; Cybersecurity; CBRNE (Chemicals, Biological, Radiological, Nuclear and Explosives); Data Science and AI; Detection, Digital Forensics; Forensics; Protective Security; Robotics and Unmanned Systems; and Sense-making and Surveillance.

  • Internal Security Track

Singapore, like every sovereign country in the world today, faces security threats from international terrorism, foreign subversion and espionage. In addition, however, Singapore being a multi-ethnic society, faces a major potential threat from communalism or racial and religious extremism. This reflects the sense of a vulnerability inherent and fundamental in our makeup as a society. A multi-disciplinary team of research, technology and operations officers in the Internal Security Department confront and address these security issues and latent threats. They ensure timely and accurate collection and analysis of intelligence along with professional assessments and policy recommendations to the Government. Where necessary, investigations and direct action are taken in relation to the defined security threats of terrorism or politically motivated violence, foreign subversion, espionage and communal extremism.
