The People’s Association (PA) was established on 1 July 1960 as a statutory board to promote racial harmony and social cohesion in Singapore. Our mission is to build and bridge communities in achieving one people, one Singapore.

PA offers a wide range of programmes to cater to Singaporeans from all walks of life – connecting people to people, and people and government. We do this through our network of 1,800 grassroots organizations (GROs), over 100 Community Clubs, five Community Development Councils, National Community Leadership Institute and Water-Venture.

As a PA scholar, you will have a rich experience of community organising and leadership through involvement in community projects, regular engagement with grassroots and PA leaders, job placements in various strategic units, and participation in overseas attachments and programmes. You can look forward to a fulfilling and challenging career with many opportunities to develop your potential to the fullest.

Types of Scholarship

We offer local and overseas undergraduate scholarships to outstanding students with a heart and who are keen to grow the community with us.

Upon completion of their studies, scholars will work with PA for a period of four years and six years for local and overseas scholarship respectively.


Application for the PA Scholarship opens yearly in December and closes two weeks after the release of GCE ‘A’ level results.

The PA aims to create a career which is meaningful and enriching for our scholars. Scholars will begin their career with a stint in the Constituency Offices to engage residents and stakeholders to gain ground experiences. They will also be imbued with useful management perspectives of PA through subsequent job rotations across work units.
