Late 1990s - Today
Throughout these ebbs and flows over the years, one thing has never changed: the PSC's commitment to upholding the integrity and good reputation of the civil service, appointing and promoting the best person for the job, without fear or favour.
"Throughout these changes, however, the crucial importance of maintaining integrity, impartiality and meritocracy in the civil service has never been forgotten. It remains the bedrock of the PSC's mission, as it has been from day one on 1 January 1951.
"This must continue, even in the face of the many challenges that the country, and the civil service, will encounter in the years to come. For while the PSC will have to adapt continually to keep up with the times, it will do to bear firmly in mind the purpose for which it was established and the spirit of integrity which has long underpinned its work."
- Foreword by PSC Chairman, Dr Andrew Chew in the book, Without Fear or Favour, 2001
2001 marked the PSC's 50th Anniversary and a coffee table book was commissioned to commemorate the occasion. The book "Without Fear or Favour" traces the history and development of PSC in its first 50 years, its role and contribution in shaping the Singapore civil service. The book is not for sale but is available in Public Service institutions, libraries, community centres/clubs as well as schools.
