Late 1950s
The British expatriate officers, on finding it timely to exit the service, leave a "serious problem of finding suitably qualified and experienced local officers to fill their vacancies". The exodus is hastened by the onset of Singapore's self-government in 1959.
1960
The need to build up the civil service pool of talent is more than evident to the new Government, and it will turn to the PSC to help it do so. The PSC is thus tasked with the job of selecting Government scholars. These young and talented officers will be required to serve the Government or a quasi-government body upon their graduation for a number of years.
Over the years, awarding scholarships, picking the right people for the civil service, grooming and deploying them, and tracking their progress and performance became critical roles for the PSC. The PSC Scholarship became a household word in Singapore. |
