ABOUT THE PUBLIC SERVICE COMMISSION

What The PSC does?

The PSC is responsible for the appointment, promotion, transfer, dismissal and exercise of disciplinary control over public officers. Its functions inclue the following: 

Statutory Functions

1. Appointing and Promoting Top Talent
The PSC is the authority for the appointment of officers to the
Administrative Service, as well as the appointment and promotion of officers to senior management ranks (i.e. Superscale D or Grade 7 and above) which mark a major career milestone in the Civil Service. Its role is to ensure that the right person is chosen for the job, and that the selection process is impartial. 

2. Hearing Appeals
The PSC is the final board of appeal in cases where public officers disagree with decisions taken by the personnel boards and Appeals Board. This provides a check-and-balance on the personnel decisions made within the Civil Service. It also ensures that civil servants are treated fairly and consistently.

3. Maintaining Discipline
The Commission exercises disciplinary control over civil servants. This ensures that a high standard of conduct among public officers is upheld.

4. Functions delegated to Personnel Boards

To increase the efficiency and effectiveness of personnel management in the Civil Service, the PSC devolved several of its functions to a hierarchy of personnel boards in 1995. The PSC however continues to maintain a check on the system through its role as the final Appeals Board to guard against bias and prejudice in the civil service personnel system.

Non-Statutory Functions

1. Selecting and Managing PSC scholars

The award of PSC scholarships aims to attract and groom talent for the Singapore Civil Service. The PSC Secretariat supports the Commission in its role to identify and nurture the best and brightest as potential leaders of the Civil Service.

 

2. Appointing and Promoting Chief Executive Officers

The PSC considers the suitability of candidates for appointment as Chief Executive Officers of Statutory Boards, where the jobs are at an equivalent grade to senior management ranks in the Civil Service (i.e. Superscale D or Grade 7 and above). The PSC also considers the suitability of the Chief Executive Officers for promotion to Superscale Grade D or Grade 7 and above.
