Maintaining Discipline in the Civil Service

The dismissal and disciplinary control of officers in the Civil Service and the Singapore Police Force are vested in the PSC under Article 110(1) of the Constitution of the Republic of Singapore. PSC as an independent body ensures complete impartiality. Under Article 103 of the Constitution of the Republic of Singapore, "Public Officers in the Civil Service and Singapore Police Force" exclude the Chief Justice, the Attorney-General, Judges of the Supreme Court, members of the Commission, Junior Police Officers and all daily-rated Government employees.

Officers in the Civil Service are required to comply with the Code of Conduct and like all other Singapore citizens, are also subject to the laws of the land.

Public officers who misconduct themselves are dealt with by the PSC under the Public Service (Disciplinary Proceedings) Regulations. These Regulations set out the procedures for dealing with the various types of offences. PSC has delegated certain of its functions to the Permanent Secretaries and Director of Prisons for the handling of minor offences. Permanent Secretaries can discipline junior officers under the Public Service Commission (Delegation of Disciplinary Functions) Directions. The Director of Prisons disciplines junior Prisons Officers under the Public Service Commission (Prison Officers) (Disciplinary Proceedings - Delegation of Functions) Directions.
