The role and powers of the Public Service Commission are clearly spelt out in the Constitution of the Republic of Singapore, Part IX. Public officers who are under the purview of the Commission refer to civil servants working in the various ministries and departments. The definition does not cover officers working in the statutory boards or government-linked agencies, except for appointments to senior CEO positions in statutory boards.
